Add module info when re-creating menu items for commerce_tax_default_rates

Problem/Motivation

Currently the menu items created when re-creating commerce_tax_default_rates lack the module info. This can lead to unnecessary file scans (Related #2380361: Latest tweaks to bootstrap.inc can make Drupal sluggish when there is code that tries to load a file that doesn't exist → ).

Proposed resolution

Add the proper module info.

    Hi there,
    I have the same issue, but I think the fix should look slightly different.
    We need to provide the 'file path' parameter for the overridden menu item, and no changes are needed for the .../edit route
    Take a look for a patch, please.
