Gallery formatter does not load

I installed and set the widget options by editing the field and then selected the gallery_formatter option on the display field. It formats the image cache size of the images in the field but no gallery loads. AKA - there are no controls and no main slide, clicking on the thumbs do nothing. I don't see the assets loaded in source and the tpl file is not loaded built into the html. What am I missing?
