Add base_url check drush command / ui element

Since we can't control the base_url value explicitly we should at least give the user some tools to compare the values to validate their settings.

The other option is to have dropfort update track all the site keys generated (based on the varying site base_url values) and add them to the site registration. Allow multiple keys per site.

Annoying but really the only good way of dealing with this.
