Need views multilingual topic

Problem/Motivation

Once we get multilingual views actually working on #2313159: [meta] Make multilingual views work → , we need to add a topic (or add to a topic) explaining multilingual views. It needs to explain:
- What the rows are in multilingual sites for entity views [translations, not individual entities]
- What the language display stuff does

I'm kind of undecided as to whether it would make better sense to have this as a new topic, or to add it to the Views overview. It seems like maybe the Views overview page could use a section explaining this stuff.

If we make it a new topic, the name should start with "Views" and it should be linked from the overview.
