Support for staging

When I develop a website, there may not always be a mailchimp account available. Later when maintaining a website, I don't want to use the mailchimp API key which is used for production. In my staging practice I use (an included) settings.php file to override some production variables, in this case I tried to set:

$conf['mailchimp_api_key'] = '';

I like to have a simple way to disable the use of the MailChimp API on my development or test environment. Preferably by settings/overriding a module's variable. Creating a temporary mailchimp account is not a viable solution. When working off-line or when development or test is set-up for a short period of time (e.g. a hot-fix in 1 hour) creating a MailChimp account is not an option.
