Edit access to custom menu links not granted to users with "link to any page" permission

Problem/Motivation

As a user with the "link to any page" permission navigate to Administration / Structure / Menus / Main navigation and add a new menu link to a page where the user does not have any access permissions (e.g. /user/login). Attempting to subsequently edit the new menu link will result in a 403 / Access denied.

    I tested this today on 11.x, Umami install. I used the editor role, adding the 'link to any page' and' Administer menus and menu links' permissions. While logged in as an editor I could add and edit links to pages that were 404.

    Therefore, closing. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
