Available updates page should filter by "Recommended version" and "Also available"

The Available updates page should allow the user to filter modules by whether or not they have a "Recommended version" or "Also available" item shown. Filtering by "Update available" does not show those that have an update to the major version number of the module. If one is using a development snapshot, it will list a "Recommended version"; such items also do not show up when filtering for "Update available".
