How to specify job start time(s)?

I can't see a what to specify the start time for jobs. All my jobs defaulted to 5 minutes past the hour, based on the time I installed/enabled the module, I assume. That means that the 5 min past the hour slot is overloaded with all jobs running at once, at certain times, that is, depending on their frequency.

I'm looking into this because several of my jobs are behind schedule and/or are not running at all. I found a thread that discussed it and it mentioned that jobs running a significant amount of time will cause other jobs to miss their scheduled start time. I'm trying to spread out the load to see if that solves the problem. So, how to specify job start times?

Also, as the online documentation is a bit sparse, can you elaborate on the various fields on the settings page?.. e.g. Timeouts, Delays, Throttling... specifically: how do those settings actually affect the jobs?... what are recommended settings?

I'm closing this since Drupal 7 is now unsupported and there will be no more development on the Drupal 7 branch of Ultimate Cron either.

Thank you for taking the time and effort in reporting this issue, even though it never got resolved.
