With it moving to contrib and 11+ years of inactivity I don't believe this is as needed in contrib space.

In #2352949: Deprecate using Classy as the default theme for the 'testing' profile → we are removing test coverage from the Classy theme, in favor of using Stark as the default theme for functional testing. This leaves Classy with very little test coverage, which is problematic, because we expect Classy to be very fairly widely used.
Add test coverage for Classy.
Write the tests.
