I'm sorry but with D7 in EOL we won't be digging into this anymore.

It seems that the metatag produces output that differ on time.
I setup "complicated" rules for the metatag that are clearly different from the standard node:title but for some reasons the title fluctuates between my settings in /admin/config/search/metatags (by type of nodes) and [node:title]
Page Title module is disabled
Panel title i18n is enabled.
I may also need to update to 7.x-1.4 but I saw nothing that would say this was fixed (maybe 7.x-1.3?).
I do not use Panel Everywhere but issue may be similar to #2367757
Same for Context: I do not use "by path" for this scenario, #2184979
