The global Edit own comments permission is ignored, but the edit/delete forum content permissions are extended to comments; the per-forum Edit and Delete apply to both nodes and comments, too.
When forum member goes to his comment on forum topic (aka Reply) and edits, he gets Administration form AND Delete tab even! Now I went through all permissions to make sure all is correct and it was. In the end I noticed in Forum Access under Permission information that Edit own comments is ignored. User has permissions to post and edit Forum topic content type, and in Access control of forum has View and Post for that forum part, NOT DELETE (yet it has Delete tab on comment edit?).
So, in my opinion, normal behavior would be that forum member edits reply (comment) and can just edit his text, not to change if comment is published or even delete it. I can temporary solve this problem by altering comment edit form and hiding Administration part of forum, altering menu to kill delete tab, but what is a reasoning to override correct permissions with something you assumed would be correct way? I do not want forum member to control comment Publish state or set comment to homepage and I think none would like that either. So can someone explain me why Forum Access is allowing it?
