Force All languages on path update

Hello,

I've been working on a project where the client wanted that any redirect created when the user update an entity path should automatically be available for All languages and not only for the original entity language.
I've added a small "Force All languages" option in redirect settings to make this possible.
I don't know if it's worth being integrated to the main code but if anybody find this helpful here is the patch.
