Discovered in #2273489-7: Random test failure 'Created time is correct.' in GenericCacheBackendUnitTestBase/ApcuBackendUnitTest → that the memory backend is not using millisecond precision for the created time.
- Fix it.
- Add a test.
- Add a Cache::getTime() or something which wraps round(microtime(TRUE), 3)?
