Content jumps when it hits the top

I've got it working OK, but why do the main content and the floating comments block on the right "jump" (content up, block down) when they reach the top of the screen?

    Due to inactivity for years which leads to the assumption that this issue does not persist no more and because of upcoming EOL of Drupal 7 I set it to Closed.     Feel free to open a new issue if this problem persist in newer versions since most parts discussed here are Drupal 7 specific.
