The issue summary says this is a prelude to 📌 Document all database settings in default.settings.php Active . That issue has was triaged by the bug smash initiative. Those in the discussion agreed with comment #35 in that issue. And the issue was changed to a documentation issue, not code. Therefore, I think the code changes here are not needed.
Also, the code was changed in #2501835: Remove SafeMarkup::set in Drupal\Core\Database\Install\Tasks::runTasks() and ensure multiple messages are printed → .
I am closing this as works as designed.
