Once #2226745: PMTeam migration to Drupal User and Fields → is committed, PM Teams will reference Users and PM Organizations (previously - was PM Persons and PM Organizations).
The proposed change is to redefine teams so that they reference Users only.
To replace the functionality removed, we should create separate teams containing all users in an organization.
