Creating User Account Via Rules

I'm not sure if this question is better asked in the rules issues section or here. I'd like to create new users via rules in the same way it is done in the Email Registration module.

Which means to create users by stripping out the @email.com part of the email and adding a number if the username already exists.

I'd appreciate any thoughts on this...
