Create automated testing for core issues

It would be great, if we could have some method for automated testing of core issues.

The kick_pifr script works great, if we could build it so it would run (even if it had to be triggered by hand) it would speed up some issue work.

The largest blocker on this is the private file system. I think we need a way to create a one time token that allows access to the private file system from the test bot, and obscures the file name.

Something like security.drupal.org/testing/Cw43lvzyha4rlakc.txt

That would return a file and then not work again.
