Discourage use of duplicate Menu link title & Description in Menu Items

There is a tendency to simply duplicate the information in the Menu link title & Description when creating menu Items. Tooltips can be useful, if they provide additional context, but if they are simply repeating the information in the link it can produce some accessibility problems.

Looking at say a link like /admin/structure/menu/item/17/edit

Rather than saying "Shown when hovering over the menu link." it might be useful to say something to encourage people to put in unique information.

In the example in that link by default you'd get:
Content => Find and manage content

Which is totally fine. Perhaps something like:
"This link is shown when hovering over the menu link text above. It is useful if it isn't redundant as that can cause accessibility problems."
