Tested on Drupal 11.x, standard install and this is no longer a problem. When using the TAB key one only gets to the field where one can input a value.

Within "Configure site" there are 4 blue colored superscriptions ("Site information", "Site maintenance account", "Regional settings" and "Update notifications"):
When I install Drupal, I have to fill in most or all fields of this screen. I typically use the keyboard to type the respective field, then I click at the TAB-key to go to the next field.
At D7 this works well, but now at D8 it stops at the three superscriptions "Site maintenance account", "Regional settings" and "Update notifications".
My wish is, that these superscriptions should not be accessed by using the TAB-key.
Hint: I use Firefox (version 24 at the moment)
