That page is now split in Form Controls and Special Elements; Form belongs to Special Elements. It is quite difficult to miss it, in a table that lists only 11 items.

As you can see on the Internet, for example here, people tends to don't see form itself as viable container for things like #attributes. It is written just the same way as form elements, so it's pretty natural that they assume all this properties apply only to elements. Could you format "form" in tables and text in a way that stands out a bit? I don't say it should be emphasis, but it should look different, so the readers would see at first glance there is something that's not a form element listed.
