Would be nice if it respected role hierarchy

If a user has multiple roles they will be required to fill out a field if any of their roles has a requirement for it, even if their highest ranking role does not.

It would be nice if instead of simply an "if any" behaviour the role hierarchy was instead respected.

Example:
* you have three roles in this order: "basic user", "Contact", "Admin"
* you have a field that is required for "basic user" or "contact", but is not required for "Admin"

If someone is both a "Contact" and an "Admin", they should not be required to fill out the field, but currently they are since the field is required for "Contact".
