An inactive block section

I want to start by saying that I really appreciate this module, thanks to everyone who worked on it! I was wondering how easy it would be to incorporate a new section in the homebox layout page. It seems to me that - like myself - some other web designers might appreciate an 'inactive' block section. In my mind this would be just before the disabled section of the layout screen and administrators would load blocks into it so that users could see them. The only difference is that they would not just automatically load on each users homebox.

On my site not all of the users want to see all of the blocks at first, so it seems logical to place an 'inactive' section to the layout page so that admins can make blocks available, but drupal doesn't necessary load them automatically into each users homebox.

I'm no programming expert, but would this be possible to implement? If so, how?
