When you click a TOC Filter link, the page scrolls to the anchor location but the anchor is not focused. This breaks keyboard navigation. Ordinary anchor links do the right thing in this situation.
To reproduce:
Go to a page with TOC Filter enabled and a TOC list of at least two links.
[Tab] to the first link in the TOC.
Hit [Enter] to activate the link.
Note that the page scrolls to the location of the anchor.
Hit [Tab].
Note that focus moves back up to the next item in the TOC list.
Expected behavior: After activating a TOC link, you continue navigating the page from the anchor location, not from the link location. (This is what happens when you use a regular anchor link.)
