Disable 'enter' submission on extend page

Problem/Motivation

Pressing Enter mistakenly can inadvertantly enable modules on /admin/modules

Proposed resolution

Two posible solutions:

  1. Disable Enter Key form submissions on the module enable/disable screen.
  2. Add a module enable/disable confirmation screen.

On the extend page (/admin/modules), disable the ability to press enter and submit the form.

This could cause inadvertent submissions, etc.

    I don't really understand this issue, enter has always submitted forms. If for some reason we decide we want to disable it then why should it be limited to the modules form? You can do the same damage on the Permissions form, for example. Since it's been almost 10 years since the last comment I'm setting to PMNMI to see if anyone is still interested in following this up.
