Configuration entities can be deleted, which is a good thing. However, this allows people to completely remove default configuration, and recovery is hard, if not impossible. Try deleting the frontpage view, for instance. How are site admins supposed to get it back?
What we can do is what Views does in contrib: default views cannot be deleted, but only disabled or reverted ( #1497268: Add revert functionality to Config entities → ).
