Duplicated submissions

When user submit query through webform, multiple duplicated submissions are created.
By duplicated submissions: I mean the content of those submissions are the exactly the same.

With some duplicated submissions, the created time are the same, somes are slightly different.
With some submissions: the duplicated message amount is 5 , some is 4, 3, 2.

Each duplicated submission has its own id, and send its own message, so admin will receive multiple duplicated emails.

Reproduce rates: not 100%, sometimes it happens sometimes not.
