User permissions not applying to ticket creation

Have inherited a Drupal install, and believe it is running the stock standard support-ticket system. I found the thread http://drupal.org/node/557012, and can only assume that the reason I can see anonymous tickboxes next to all the options on domain.com/admin/user/permissions, is that this functionality was actually implemented (If you don't believe so, would be great if you can let me know how to identify what likely modification has been made to make a buggy implementation of this available).

However, when allowing (for example) "anonymous" to "can select state" in the above permissions page, and logging out to submit an anonymous support ticket ("create tickets" for "anonymous" is enabled) doesn't put a "Client" drop-down on screen (like when logged in) and then when trying to save ticket, complains "You must select a client".

Also, don't think this is a bug, but there is no option to be provide a subscription e-mail. Is this a setting I am missing?
