This is kind of a follow up issue to #1468582: Add mobile friendly meta tags to the html.tpl.php → .
We included non-standard mobile friendly meta tags in html.tpl.php but we haven't included the hopefully soon-to-be-standard which is already supported by Windows 8.
It seems like we should include this for future compatibility, under the same switch that we include the current mobile friendly meta tags.

It involves the content or handling of Cascading Style Sheets.
The change alters the user interface, so before and after screenshots should be added to document the UI change. Make sure to capture the relevant region only. Use a tool such as Aviary on Windows or Skitch on Mac OS X.

It's been almost 10 years since the last update, is this still relevant? According to https://caniuse.com/?search=%40viewport this is only supported in IE and Opera Mobile. See also https://github.com/w3c/csswg-drafts/issues/4766. I was going to close it but perhaps there is a new way to do this if it's still required, so postponing it instead. Also moving to the CSS component.
