After looking at the admin interfaces for both menu and taxonomy I noticed that the order of operations differ.
Within the Menu interface:

I think the most commonly used menu item would be to list links/list terms so I've patched taxonomy module to be in the same order as menu.
I would also be tempted to alter 'add terms' to 'add term', but that might be one step of pedantry too much.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
I tested this last night on Drupal 11.x, standard install, and the two interfaces are now aligned. Given that the latest discussion here is 10 years old and work had continued elsewhere on the UI, I am closing this as outdated.
