Support ticketing project dropdown order is not intuitive

Finally got around to experimenting with the addition of Projects in the Support ticketing module.

When editing or creating a ticket the project field should be ordered by ascending weight so that the default (the lowest weight) item shows as the default item and then when user clicks to view other projects they appear below. Currently it is the opposite and the Project field displays an item that is not the default and the default appears at the bottom of the list. It might also be helpful to use the same weight order (ascending, lowest first) on the project list view; and then secondarily by name.

In our use case we have a Project = "Not specified" with a weight of -10 for the default.

I wasn't really sure what category to use for this issue: support, feature request, etc.
