E-mail attachments are not saved in the correct folder

Although I have set the content type (support-ticket) to save attachment in a specific folder, when the attachment comes from an e-mail, it is not respecting this setting, and it's saving in the root folder (files) .
This actually occurs for HTML attachments (noname *.html).
How to fix it?
