Unique fields feature on taxonomy term fields

Is it possible to make a unique fields functionality on fields added to a taxonomy?
(Unique within this taxonomy, all taxonomies, global (taxonomies/nodes/users) )

This would be useful in a term/label or term/termID logic.
Where we could define a field e.g named termID to be unique but not the terms itself.

Here is an example of logic where same term is identical but in different places in the hierarchy. They can have the same term name but they must have unique values in an extra field named e.g termID.
