When a new issue comes in we need someone from the team to do a little confirmation - confirm the issue, confirm it needs to be private, invite any people who are appropriate, maybe some other stuff. This used to be done in email, but now that we've got direct reporting onto s.d.o there's no way to track issues where a team member has not yet done these things.
Systems we could use:
* Issues with zero comments - works unless the reporter immediately follows up, which often happens.
* Issue states - sometimes submitters choose specific states that make sense, and we should probably encourage that
* A flag for "triaged" - requires installation of yet another module, has permissions, nice UX and fits the case perfectly
* A cck checkbox for triaged - we already let team members edit nodes to set a followup date using field permissions to hide this checkbox, we could also have a cck checkbox for triaged and follow the same workflow. Since the triager often needs to set the date this seems somewhat reasonable.
