Ticket not assigned to user

When I create a support ticket in connection to my own user account, I can see it listed with all the other tickets when I click on View recent tikets.

But when I go to a different user account and create a new ticket, when I click on the link, View recent tickets, I don't see the ticket I just created.

Is this a bug or how it is supposed to work?
