Change how "Allow redirects to be saved into the page cache" works

The "Allow redirects to be saved into the page cache." can only be changed if the page caching performance option is turned on. If its not, then this option is locked out from being changed. This causes going back and forth between pages when wanting to change this.

UX/Usability would be greatly improved if:

  • It was possible to change this option at any time
  • It also indicates the current state of the "Cache pages for anonymous users" setting

The help text already says that "Cache pages for anonymous users" is a requirement, clearly informing the user it will only work with it on,
