Allow sending email to all users of a role.

It would be nice to be able to send emails to all users with a given role.

Of course there would have to be some security around it, for example, select in the admin interface which roles are available and who can use it (only members of that role).

For example I have a moderator role and it would be nice to be able to allow them message each other.
