Clearing Drupal cache all appears to remove "Taxonomy-based access" link/tab

With our site we are seeing that when we clear Drupal cache all it appears to remove "Taxonomy-based access" link/tab. It is recoverable by subsequently clearing the menu cache by itself. This is done in a site where Admin Menu is also installed and used to perform the cache clearing functions.

Has anyone see this issue before and if so is this a bug that can be resolved in TAC Lite?

The following steps are what we use to reproduce the issue:
1. login in drupal with an account which has access to
2. Go to https://www.example.com/user/5/edit and confirm that you see the "Taxonomy-based access" link in the row below the tabs.
3. Click anywhere on the site
4. Click back and still confirm that the tab is still there.
5. Flush All Cache using the drupal admin menu while on the page you are testing with.
6. Confirm that you still see link
7. Click anywhere on the site
8. Return to the edit page for the user and confirm that the tab is now gone.
9. Flush only the Menu Cache using the drupal admin menu while on the page you are testing with.
10. Note that the tab reappears.
11. Click anywhere on the site
12. Click back and confirm that the tab is still there
13. Repeat 5-8 to see that this process should be repeatable.

This was tested with the lastest Chrome (17) browser on a OSX 10.6.8. Thanks for your time and attention.
