Make module installation path definable by users

Currently Update module install contributed modules to 'sites/all/modules'. Would be nice if users could point to Update module where they prefer contributed modules to be installed in. For instance lot's of users install them under 'sites/default/modules'. Sometimes in multisite setup some users absolutely need to install modules under 'sites/domainname.tld/modules' to make them available only to themselves.

Since modules are installed via composer now and you can define paths in the composer.json file think this can be closed. If anyone disagrees please reopen.
