The proposal doesn't met the Criteria for evaluating proposed changes β . In this case, there is not demonstrated demand and support for the change.
We use drupal in a security conscious environment where the "public" and "internal" websites are separated with different database permissions. When syslog and dblog modules are enabled but the insert permission has not yet been granted to the watchdog table, the website goes into maintenance mode and nothing is printed in syslog. It is actually very difficult to diagnose this scenario due to lack of useful errors.
I think the following things are wrong with this:
1) an error in a logging function should not cause a site to break
2) syslog should still function (hopefully indicating the error in dblog code)
