With enabling OG there's a Broadcast Message link available in the Group Menu block for each group which is only viewable to group admins. It's impossible to disable this functionality entirely and all admins are able to send a message to all users. Desired behavior is to provide a specific permission to this page which can be set for individual users/roles for fine-tuned access control.
Declaring another permission to access just that and checking for it before providing access to this page/displaying that menu item.
