[meta] More flexibility for core installation profiles

Over on the Snowman page, we're working on a project to create a use-case-focused installation profile for Drupal Core. In other words, the structure of an actual, working Drupal site with a use case, a target audience, multiple content types, and configuration -- all using Drupal Core. Although there are robust contrib solutions for most of these problems, it should be possible to give people a running start with core alone.

The purpose of the project is discussed extensively in its FAQ page, but along the way we're spotting quite a few areas in which Core currently lacks some really fundamental features for site structure and configuration. This makes it difficult to build any sort of useful profile that demonstrates Drupal's potential, and it also leaves new site-builders lost and frustrated until they develop the experience to wade into Contrib and start building out what we all consider "Real Drupal."

This meta-issue will be used to track proposed feature additions, install profile API enhancements, and configuration management issues that are discovered by the Snowman project. It has some overlap with #1224666: [meta] Unofficial Drupal 8 Framework initiative , but the focus here is entirely on core site builder functionality and the flexibility and usefulness of the install profile system. Not all of the ideas proposed will be suitable, and some are just for brainstorming purposes, but they should give a good idea of where things are at and where the pain points are when constructing a core profile.
