Alter redirect cookie to just be storage method for site communication and other cleanups

In #854202: Register and login on slave site → we altered the oatmeal cookie to do the redirect and then we had the master transfer information back to the slave on the URL wire. Let's use the oatmeal cookie as just the means with which to store some data to use during registration and login, and do the drupal_goto()s outside of it.
