This bug only affects ad group blocks.
When ever you try to re-order ad group blocks in ie8 (have not been able to try in ie7 or ie6) the ad group is moved to the topmost region which in my case is "Content". This makes it impossible to re-order the the ad group blocks with javascript turned on.
This has only happened on one site, not on other sites using the same version of ad module.
I'm not sure what data is needed to help with the debugging.
