Only one image ad displays using Display type: Raw. All display using javascript

Hi, I am working on a page that will be emailed as a newsletter so I have to use the Raw method to display the ads. When I use Javascript, all the ads display normally. When I switch to Raw, only one ad displays and it displays in the same (wrong) position throughout the site.

In this post, I will paste the debug info for the ad that displays throughout the site when I switch to Raw. In the next post, I will paste the debug info for one of the ads that does not display using Raw. Even though the debug says there is nothing here, it is still showing the ad via javascript.
