Expose hourly contact form limits to roles and permissions

It would be totally hot if the hourly contact email limit that is normally extended to all users could instead be exposed on the permissions grid.

In this scenario, site admins could grant permissions for unlimited access to users' contact forms for the purpose of moderating and managing individual users. I use Drupal to manage a community sports website and different users have different real world responsibilities that I need to remind them about via contact forms.

If I lift the limit for my admin purpose then I am lifting the limit for all users, which could get spammy. But if that limit could be assigned by role through the user system, or even if there were a GUI on the contact form settings page that would let me grant limits by role, then it could go tons smoother for me. Trusted roles could get less limits on contact forms, untrusted users get a tight limit.

Without coding skills of my own, the only thing I can offer is just my two cents. Thanks for the chance to request the feature.
