I find myself constantly having the change the default value of 'num posts' for views panels from 10 to 0 so that all my posts are shown. I recommend changing the default value from 10 as I think most people would already have this set in their view, and don't want to have to set it again in their panels...
I've attached a simple patch that changes the default value to '0'.
