Ship local video media type with Drupal CMS for better compatibility with Canvas

If we ship a component with

    video:
      title: Video file
      $ref: json-schema-definitions://canvas.module/video
      type: object

and the local video media type does not exist, then Canvas will load up a somewhat hacky looking file picker that doesn't work all the time. Ideally, we'd like to be able to use the media library.
