(PP-1) Add a proper memory cache to EntityTypeBundleInfo

Problem/Motivation

Now that the quick fix in 🐛 EntityTypeBundleInfo returns wrong language Active is in, and in the meantime 🌱 [policy] Standardize how we implement in-memory caches Needs work , it's time to do it.

Add a proper memory cache to EntityTypeBundleInfo

- Postponed on 📌 Creata a ConfigOverrideLanguageCacheContext and use it in LanguageConfigFactoryOverride Active
