Remove dependency on the existence of 'administrator' role

Problem/Motivation

Error message when trying to active the module:
"Unable to install Media Download Tracker due to unmet dependencies: views.view.media_download_tracker (user.role.administrator)"
I created a temporary 'administrator' role just to activate the module and it worked.

Steps to reproduce

Try to activate module via UI, receive the message above; notice the module is not activated.

Proposed resolution

Change Views' Access from role: 'administrator' role (not always present in all installations) to a Permission: "access site reports" (or any other proper one).
